India: Potato farmers seek storage solution

Allege exploitation by cold store owners who are denying them space for storing produce.

Potato farmers have alleged exploitation at the hands of cold store owners and private dealers as they are allegedly being denied storage facility.

Farmers said despite having a lot of space in the cold stores, the owners were not storing their potato produce by maintaining that the space has been booked by private dealers.

They claimed that by not storing the produce, the owners wanted to bring on a sharp fall in the rates so that these private buyers could purchase and sell them at higher prices later.

Members of the BKU Krantikari had met the Deputy Commissioner in this regard a week ago but in vain.

The Deputy Commissioner will now meet the members of the farmer union and the cold storage owners to find out a solution by Saturday.

For a long time, a number of farmers are waiting with their potato bags outside the cold stores. About Rs 500 is their daily expense on each tractor-trailer loaded with yield and waiting for being unloaded.

Last year, the farmers got a double blow with lower prices for their yield and doubled prices for storage.

To store their produce, a number of farmers are also forced to clear their dues for the last year as many farmers did not return to take back their produce following lower prices of potatoes.

Last year, the state produced around 2.26 metric tonne (MT) of potatoes but the price witnessed a severe fall. The potato crop comes under diversification but survives without minimum support price.

BKU Krantikari Bathinda president Surmukh Singh said, “We have been spending nights in front of cold stores for more than a week but there is no solution to the problem. Cold store owners have refused space for storing our produce. They claim that they don’t have space as it is booked by private potato dealers. If this is correct then the market committee should interfere, conduct raids and charge these private buyers the market fee, which is 9 per cent. These buyers purchase potatoes at cheaper rates from farmers and store them in these cold stores to sell them at higher prices later. The price of potatoes had gone down to Rs 200, whereas only three weeks ago, it was above Rs 350 per bag.”

Deputy Commissioner Dr Basant Garg said, “Members of the BKU Sidhupur Union met me and we had fixed a meeting with farmers as well as cold store owners to solve their problem. The solution will be out by tomorrow.”

As the cold storage industry remains decontrolled, the storage cost for potato has increased almost by 100 per cent last year.

Earlier, the cold storage rentals were fixed either under the Central Cold Storage Order, 1980, or the Acts enacted by the state governments. Punjab was the first state to abolish control on tariff fixation with effect from May 10, 1994.
